Summary, etc. RésuméParler de bioéthique et de débat public constitue certainement un non sens pour ceux qui croient encore que l’exercice de la médecine reste une question de rapports individuels entre un médecin et son patient, cette relation étant seulement réglée par la conscience que le médecin a de ses devoirs éthiques envers le patient.Toutefois, pour ceux qui pensent que les médecins et autres personnels de santé ne peuvent plus trouver aujourd’hui dans leur éthique professionnelle les réponses aux questions soulevées par l’essor des techniques biomédicales, trois questions doivent être posées. Les institutions démocratiques traditionnelles peuvent-elles faire face à ces questions ? Faut-il mettre en place de nouvelles institutions ? Ces mécanismes – anciens et nouveaux – sont-ils à même d’alimenter un débat public ?

Summary, etc. Bioethics and the public debate is certainly a nonsense for those who still believe that medical practice should only be a matter of individual relationship between a physician and his/her patient, such a relationship being regulated by the awareness that the medical practitioner has of his/her ethical duties.However for those who believe that physicians and other health care providers cannot find any more the replies to the problems raised by the development of new biomedical techniques in their own professional ethics, at least three questions should be posed. Can the traditional democratic institutions face those issues? Is there a need for new institutions to be built? Are such mechanisms – both old and new – appropriate to support a public debate?
