Summary, etc. | The recruitment of international students is a form of international activity mobilized by higher education players to adapt or respond to the multiple dynamics of international competition. The strategies used by these actors to recruit international students also reflect the political and economic context of the countries in which they operate. The aim of this article is to analyze how the dynamics of international competition interact with the strategies mobilized by different levels of government in the field of international recruitment. Focusing on the case of Quebec, a province of Canada, and analyzing public policies and statistics related to international students, we find that Canadian state policies articulate recruitment in response to the imperatives of economic academic capitalism, while Quebec policies articulate the recruitment of different types of international students in response to the different imperatives of economic and symbolic academic capitalism. |

Summary, etc. | Le recrutement d’étudiants internationaux constitue une forme d’activité internationale qui est mobilisée par les acteurs de l’enseignement supérieur afin de s’adapter ou de répondre aux multiples dynamiques de concurrence internationale. Les stratégies que déploient les acteurs afin de recruter des étudiants internationaux constituent également le reflet du contexte politico-économique des États dans lesquels ils opèrent. L’objectif de cet article est donc d’analyser comment les dynamiques de concurrence internationale interagissent avec les stratégies mobilisées par les différents niveaux de gouvernement en matière de recrutement international. En nous concentrant sur le cas du Québec, une province du Canada, et en analysant les politiques publiques et les statistiques qui concernent les étudiants internationaux, nous constatons que les politiques de l’État canadien articulent le recrutement en réponse aux impératifs du capitalisme universitaire économique, alors que les politiques québécoises articulent le recrutement de différents types d’étudiants internationaux en réponse aux impératifs distincts du capitalisme universitaire économique et symbolique. |
