Summary, etc. | Ouvéa, « l’île la plus proche du paradis », est inscrite depuis 2008 au Patrimoine de l’Humanité de l’ unesco. En marge des flux touristiques, l’atoll voit sa population émigrer vers Nouméa, principal centre urbain de la Nouvelle-Calédonie, et son économie demeure fortement dépendante de l’aide extérieure. Les pouvoirs publics fondent leurs espoirs de développement sur le label unesco afin de valoriser les ressources d’Ouvéa via le tourisme. En 2010, une équipe de l’uicn(Union internationale pour la conservation de la nature) procéda à l’évaluation des efforts de gestion depuis l’inscription, mais la réalité sur le terrain affiche déjà des résultats contrastés ; les dynamiques et les retombées actuelles ne sont pas toujours celles escomptées. La patrimonialisation a pour l’instant des effets limités sur le tourisme. On assiste même à certaines rétroactions négatives et la gestion des ressources demeure insuffisante. L’ouverture de ce sanctuaire comporte des risques : dans le cas d’un essor du tourisme, saura-t-on maintenir l’équilibre que les habitants d’Ouvéa ont su tisser avec leur fragile environnement ? Cette ouverture va-t-elle accélérer la perte des savoirs et des traditions ? Quel sera l’impact de la patrimonialisation sur la coutume dans les tribus kanak ? |

Summary, etc. | Uvea, “the nearest island to heaven”, is inscribed in the World Heritage List of unesco since 2008. Although spared from the streams of tourists, the atoll undergoes the emigration of its population to Numea, the main urban center of New Caledonia, and its economy is strongly dependent on outside assistance. The public authorities are relying on the unesco label to enhance its development via tourism. In 2010, a team of iucn(International Union for Conservation of Nature was to appraise the efforts made in managing the heritage. But the present situation already displays contrasted results, where the effects do not meet the expectations. Indeed, the patrimonialisation has limited impacts on tourism. A negative feedback is even observed while an integrated management of the resources remains inexistent. Opening this sanctuary presents a number of risks, and the following questions must be asked: should tourism develop in Uvea, how to maintain the equilibrium which the population has woven with the fragile environment of the island? Is it going to accelerate the loss of ancestral knowledge and traditions? What will be the impact of the patrimonialisation on the Kanak “coutume” and laws? |
