| Summary, etc. | Tout au long de son histoire, la France a aménagé ses territoires pour répondre aux besoins de ses populations en termes d’habitat ou d’activité. Le beau a souvent été conjugué avec l’utile, d’où le bel héritage de nombreux et variés paysages urbains et ruraux. Toutefois, depuis les années 1960, la France a multiplié des constructions impersonnelles dans une proportion plus élevée que la population, donnant naissance à des territoires d’une « France moche ». Pour éviter à l’avenir de telles erreurs, la loi climat et résilience d’août 2021 a fixé un objectif quantitatif uniforme de « zéro artificialisation nette » qu’il convient d’analyser. Est-il la bonne réponse au regard du peuplement de la France, des évolutions démographiques, du potentiel des territoires, des comparaisons européennes, du bien commun ? Avant de répondre à ces questions dans une seconde partie, il importe d’abord d’établir un diagnostic. |

| Summary, etc. | Throughout its history, France has developed its territories to meet the needs of its populations in terms of habitat or activity. Beauty has often been combined with usefulness, hence the beautiful heritage of numerous and varied urban and rural landscapes. However, since the 1960s, France has multiplied impersonal constructions in a proportion higher than the population, giving rise to territories of an "ugly France". To avoid such mistakes in the future, the Climate and Resilience Act of August 2021 has set a uniform quantitative objective of "zero net artificialisation" which should be analysed. Is this the right answer in light of France’s population, demographic changes, the potential of territories, European comparisons, and the common good ? Before answering these questions in a second part, it is important to first establish a diagnosis. |

La belleza se ha combinado a menudo con la utilidad, dando lugar a un hermoso legado de variados paisajes urbanos y rurales. Sin embargo, desde los años sesenta, Francia ha multiplicado los edificios impersonales en mayor proporción que la población, dando lugar a territorios de una "Francia fea". Para evitar estos errores en el futuro, la Ley sobre el Clima y la Resiliencia de agosto de 2021 fija un objetivo cuantitativo uniforme de "artificialización neta cero", que conviene analizar. ¿Es ésta la respuesta adecuada teniendo en cuenta la población de Francia, la evolución demográfica, el potencial de los territorios, las comparaciones europeas y el bien común ?
