| Summary, etc. | Après dix ans de guerre en Afghanistan, un constat s’impose : il n’y aura pas de solution militaire. Les forces de la Coalition ne sont pas assez nombreuses pour l’emporter face au mouvement taliban qui, en dix ans de guerre, a changé de nature, prenant actuellement la forme d’un mouvement de résistance pashtoune à une occupation militaire occidentale. L’absence d’un système de gouvernance, adapté aux réalités locales, fragilise l’État afghan. À ce stade, les forces de sécurité ne sont pas encore capables de prendre en main la sécurité du pays. L’administration Obama, poursuivant une politique de retrait des troupes américaines, cherche une solution négociée avec les Talibans qui, dans l’éventualité d’un tel accord, devraient intégrer les structures du pouvoir à Kabul. |

| Summary, etc. | After ten years of war in Afghanistan, one is forced to admit that there is no military solution to the conflict. The coalition doesn’t have enough ground forces to win over the Talibans that, in the past ten years, have transformed themselves into a pashtun resistance movement against a western military occupation. Missing a governance system taking into account local political realities, the Afghan state is weak. At this stage, Afghan security forces are not yet capable of taking over the security of the country. The Obama administration, committed to pull out US military, is currently looking for a negotiated solution with the Talibans who, if such an agreement were to come to existence, would be integrated into the power structures in Kabul. |
