| Summary, etc. | Dans le discours de nombreux dirigeants politiques et observateurs, « l’Europe de la défense » constitue un idéal à atteindre ou l’exemple le plus éclatant des défaillances de l’Union européenne. Mais qu’en est-il réellement des coopérations tissées entre les administrations des politiques militaires en Europe ? À partir d’une étude approfondie de la plus grosse commande d’avions militaires de tous les temps – 180 transporteurs militaires – signée entre les États et Airbus en mai 2003, cet article offre un début de réponse à cette question en développant l’hypothèse que, au cours des années 1990, une réinvention de « l’européanisation » de l’acquisition des armes a eu lieu. Fondée sur une convergence des administrations nationales, notamment française et britannique, la nouvelle forme de collaboration a débouché sur un niveau d’intégration transgouvernementale inédit et surprenant qui incite à parler d’une« nouvelle Entente cordiale ». |

| Summary, etc. | According to the rhetoric of numerous politicians and commentators, « A European Defence Sector » constitutes either an ideal to be attained or the most glaring example of the European Union’s failings. But what do concrete examples of co-operation between European armies and ministries of defence really add up to ? Based upon an in-depth study into the biggest commissioning of military aircraft of all time -180 A400 m transporters – signed between governments and Airbus in May 2003, this article offers the beginning of a response to the question. It does so by developing the hypothesis that, during the 1990’s, a reinvention of The « Europeanization » of arms policies has taken place. Based upon convergence between national administrations, especially the French and the British, this new form of collaboration has produced a new and surprising form of transgovernmentalism. |
