Summary, etc. L’étalement des grandes villes est l’un des principaux moteurs de la transformation de l’espace aux États-Unis et en Arizona. Il est souvent vu comme un exemple emblématique de ce phénomène consommateur d’espace et gourmand en eau. Tucson et l’unité administrative dont elle dépend, le Pima County, émergent dans ce contexte comme un contre-modèle, ayant cherché depuis le début des années 1980 à se distancier de la croissance à tout prix. L’article confronte les ambitions affichées avec la réalité de l’expansion urbaine telle qu’on peut la saisir au travers de nombreuses données géographiques disponibles. Le croisement de ces différentes données permet de mettre au jour quelques succès concernant la gestion des ressources hydriques mais aussi la difficulté des institutions à contrôler les transformations du paysage et l’urbanisation, ainsi que les déséquilibres à moyen et long termes qui sont ainsi engendrés.

Summary, etc. Urban sprawl is one of the most important factors of landscape transformation in the United States. The Southwestern region, especially the state of Arizona, is often viewed as a example of this phenomenon in which significant quantities of space and water are consumed. The city of Tucson and the Pima County, where it is located, seem to be a counter-model in this respect since they have been trying to dissociate themselves from the “growth at all costs” model since the 1980s. Based on the statistics and spatial data available on this area, this paper compares Tucson’s declared aims and the reality of its spatial development. Crossing data from different sources, we are able to highlight not only some successes pertaining to water resource management, but also the difficulties that the authorities face in monitoring the transformation of the landscape and the urbanization, as well as resulting imbalances which will prove difficult to rectify in the medium or long term.

Summary, etc. O crescimento das áreas urbanas é um dos principais motores de transformação das paisagens nos Estados-Unidos. A região Sudoeste do país, e especialmente o estado do Arizona, é vista com frequência como um exemplo paradigmático deste fenômeno que consome amplas quantidades de recursos tais como espaços naturais e água. A cidade de Tucson e a entidade administrativa na qual está localizada, o Pima county, aparecem como um tipo de contra modelo neste contexto, por ter almejado distanciarse do modelo de crescimento a qualquer custo. Este artigo confronta tais intenções com a realidade da expansão urbana flagrada por meio de diversas fontes de dados geográficos e estatísticos. Cruzando os dados, demonstramos alguns sucessos no manejo dos recursos hídricos mas também dificuldades por parte das instituições em controlar a transformação das paisagens, assim como desiquilíbrios que serão difíceis de remediar a médio ou longo prazo.
