| Summary, etc. | L’article s’intéresse à la résurgence d’un débat sur le contrôle des naissances en France au milieu des années 1950 et à l’acclimatation du planning familial dans l’Hexagone dans un contexte d’interdiction de toute propagande anticonceptionnelle par la loi. L’auteure revisite l’action de l’association « la Maternité heureuse », créée en 1956 et qui devient le Mouvement français pour le planning familial en 1960, au prisme du transnational. Le concept de transfert militant, à la croisée de l’historiographie des transferts culturel et des mobilisations collectives, est alors utilisé pour appréhender les circulations d’idées et de pratiques qui favorisent l’action au-delà des frontières nationales et qui ont été essentielles pour construire une revendication respectable. Dans un premier temps, il s’agit de montrer comment la référence à l’étranger sert de ressource aux pionniers et pionnières du Birth Control en France pour légitimer le renouveau du débat sur la maternité choisie. Ensuite, l’article se concentre sur une organisation internationale créée en 1952, l’International Planned Parenthood Federation (IPPF), qui structure des réseaux déjà existants. L’IPPF favorise la circulation de ressources entres différentes associations nationales. Elle constitue un aide cruciale pour les Français-e-s qui pratiquent le « tourisme militant » à son siège londonien où ils s’informent et se forment. Enfin, l’article aborde le processus de traduction de l’argumentaire fourni par l’IPPF et de son adaptation au contexte français. |

| Summary, etc. | From Birth Control to family planning in France (1956-1960): an advocacy transfer The article deals with the revival of the debate on birth control in France and with the acculturation of family planning in France during the fifties, at a time when any antinatalist propaganda was illegal. The paper describes the activism of a specific association created in 1956, Maternité heureuse (“Happy motherhood”), which was renamed “French movement for family planning” in 1960. The article reexamines its activities in a transnational context. Drawing from the literature on “cultural transfers” it argues that an “advocacy transfer”, i.e. the circulation of discourse and practices beyond national borders used as resource for activism, was crucial to the success of the association in building a respectable claim. Firstly, the article highlights how foreign experiences contributed to legitimate the cause of birth control in France. Then the paper focuses on the role of the International planned parenthood federation (IPPF) created in 1952 in order to structure existing networks. The IPPF was instrumental in the development of the French association and helpful to birth control pioneers who acted as “smugglers” of new ideas and activities. Finally, the article describes the process of translation and adaptation of the IPPF discourse to the French context. |
