| Summary, etc. | L’effet quasi mécanique d'entraînement du développement économique des métropoles sur leurs espaces environnants doit être nuancé : il doit être complété par la nécessité d'intégrer dans les stratégies de développement territorial la plus-value de l'espace rural pour l'attractivité et l'équilibre des cœurs urbains. Par conséquent, « la complémentarité entre ville centre et territoires périphériques doit être considérée non pas simplement comme une question de solidarité ex-post, de cohésion sociale et d'égalité devant les services publics », mais comme « une question stratégique pour le développement à moyen terme du territoire dans son ensemble » (Gilli, 2015). Ainsi les pactes État-métropoles signés en France à partir de la fin de 2016 comportent un volet de coopération métropolitaine et par ailleurs, six « contrats de réciprocité » ont été mis en place entre des métropoles et des territoires ruraux. Aussi, après avoir présenté le processus d’institutionnalisation des métropoles françaises et les relations de celles-ci avec leur hinterland, nous examinons la question de l'incitation à la coopération des métropoles avec les territoires alentour, notamment au travers des récents pactes État-métropoles, et enfin nous analysons les premiers contrats de réciprocité signés. |

| Summary, etc. | The quasi-mechanical ripple effect of the economic development of metropolises on their surrounding spaces must be nuanced. It must be complemented by the need to integrate the added value of rural space into territorial development strategies for the attractiveness and balance of urban cores. Therefore, "complementarity between central and peripheral territories must be seen not merely as a question of ex-post solidarity, social cohesion and equality before public services" but as "an issue medium-term development of the territory as a whole" (Gilli, 2015). Thus, the state-metropolitan pacts signed in France from the end of 2016 include a metropolitan cooperation component and, moreover, six "reciprocity contracts" have been put in place between metropolises and rural areas. Also, after presenting the process of institutionalization of French metropolises and their relations with their hinterland, we examine the question of encouraging the cooperation of metropolises with the surrounding territories, notably through the recent state-to-metropolis pacts, and finally we analyse the first reciprocity contracts signed. |
