| Summary, etc. | La création du label « Français Langue d’Insertion » et les réactions qu’elle a provoquées sont l’occasion prise dans cet article pour revenir sur l’élaboration historique de notions telles que l’État, la nation, l’étranger, l’immigré, « la » langue nationale, et tenter de voir comment elles s’articulent dans la définition et l’évolution des politiques d’immigration. Parler d’immigration suppose en effet que l’on se situe à l’intérieur d’un espace dont les frontières sont définies et tenues pour légitimes et où un appareil administratif et répressif est en mesure de mettre en œuvre les lois et règlements qui constituent cette politique. Or l’État a mis des siècles à se mettre en place et ne parvient à se donner ces moyens qu’en même temps que s’élabore la notion de Nation et que se standardise la langue nationale qui en est un des critères. Ces phénomènes, concomitants et imbriqués dans la Révolution Industrielle, qui s’accomplit avec d’importants mouvements de population. De la fin du XIXe siècle à la première moitié du XXe, la « psychologie des peuples » et l’eugénisme participent au racialisme ambiant qui dénonce ceux qui, de l’intérieur ou de l’extérieur, pourraient altérer l’intégrité ethnique de la nation. Après une période qui semble marquée par le recul du racisme et la lutte contre les discriminations, des obstacles matériels aussi bien que réglementaires de plus en plus nombreux sont mis à l’immigration légale. Parmi cet arsenal, plusieurs pays utilisent la maîtrise de la langue comme prérequis, en même temps que réapparaît la rhétorique de l’inégalité des races et des civilisations. |

| Summary, etc. | From “droit d’aubaine”113 to “French as a Language of Integration” (FLI): A historical perspective on reception policies for foreigners Considering teaching French “as a Foreign or Second Language” insufficiently specialized, the French Ministry of the Interior recently set up a new diploma, “French as a Language of Integration” and registered it as a trade mark. This event and the reactions it triggered incite us to investigate the history of the familiar notions of State, Nation, aliens, migrants and national language and the way they come into play when defining immigration policies and seeing how they evolve. True, one can only talk of immigration when a supposedly legitimate space has been defined in which an administrative and judicial body can implement the rules and regulations of those policies. It took centuries to build up the modern State and such characteristics only grew up gradually, at the same time as the notion of Nation developed and the national language, one of its defining criteria, was being standardized. These processes were contemporary to and interwoven with the Industrial Revolution, which entailed large population shifts. From the end of the 19th to the middle of the 20th century, “psychologie des peuples” and eugenics were part of the more general racialism which, from within as well as from without, stigmatized groups supposed to be endangering the ethnic identity of the nation. After a period during which racism and discrimination were combated and appeared to regress, legal immigration is now being curbed by a whole battery of material as well as legal obstacles. Among these, several countries have included the prerequisite of language fluency, while talk about unequal races and civilizations can once again be heard. |
