| Summary, etc. | Le 29 octobre 2017, le Président du Kurdistan irakien, Massoud Barzani, adresse une lettre de démission au Parlement kurde et quitte le pouvoir. Malgré sa démission, Barzani reste l’interlocuteur privilégié de Bagdad, des pays de la région et surtout des pays de la communauté internationale. De plus, depuis le déclenchement du mouvement de contestation le 1er octobre 2019 et la « discorde » entre les États-Unis et la République islamique d’Iran sur le sol irakien en janvier 2020, les grandes puissances se tournent vers l’Erbil de Barzani en désertant relativement Bagdad. Dans ce contexte, le Kurdistan irakien redevient un partenaire indispensable non seulement pour les États-Unis, les pays européens, la Chine et la Russie, mais aussi pour l’Iran, la Turquie et les pays du Golfe. Doté d’un système totalement autonome, le Gouvernement Régional du Kurdistan fonctionne comme un État dans l’État et non comme une entité fédérée à l’intérieur d’un État souverain. |

| Summary, etc. | On 29 October 2017, the President of the Kurdistan Region, Massoud Barzani, addressed a letter of resignation to the Kurdish Parliament. Despite his resignation, Barzani remains the interlocutor of Baghdad, the countries of the region and above all the international community. Moreover, since the outbreak of the protest movement on 1 October 2019 and the « discord » in Iraq between the United States and the Islamic Republic of Iran in January 2020, the great powers have turned to Erbil and Barzani, by relatively deserting Baghdad. In this context, Iraqi Kurdistan once again becomes an indispensable partner not only for the United States, European countries, China and Russia, but also for Iran, Turkey and the Gulf countries. With a fully autonomous system, the Kurdistan Regional Government operates as a state within a state and not as a federated entity within a sovereign state. |
