| Summary, etc. | Par l’analyse de la trajectoire du développement des industries photovoltaïque et éolienne chinoises, cette étude montre que 1) la politique industrielle interventionniste chinoise crée des conditions favorables facilitant l’émergence des nouvelles industries dans le secteur énergétique et, par son pragmatisme, sait s’adapter aux changements structurels du marché pour soutenir la transformation industrielle. 2) La performance de la politique publique chinoise se heurte aux problèmes de coordination de son système politique dual et à la défaillance de son système d’innovation. 3) La nouvelle orientation politique mise en place depuis le XIIe Plan affiche une tendance au rapprochement des politiques énergétique, industrielle et de l’innovation qui permettra une meilleure coordination dans la promotion de la transition énergétique en Chine. | Summary, etc. | By analyzing the trajectory of the development of photovoltaic and wind industries in China, this study shows that 1) Chinese interventionist industrial policy creates favorable conditions that facilitate the emergence of new industries in the energy sector, and through its pragmatism adapts to structural changes in the market to support industrial transformation. 2) The performance of Chinese public policy faces the problems of coordination due to its dual political system and the failure of its innovation system. 3) The new policy guidance of the Twelfth Five-Year Plan shows a trend of convergence of energy policy and industrial and innovation policies that will facilitate the promotion of energy transition in China. |
