| Summary, etc. | La croissance et l’investissement sont au ralenti, la courbe du chômage ne s’inverse pas en dépit des politiques menées par les gouvernements depuis plusieurs années : pour quelle raison alors que les économies décentralisées réagissent mieux. Il faut changer le modèle hiérarchique centralisé dans lequel les priorités sont définies par le gouvernement, fixant ainsi les grands investissements et les politiques d’innovation. Il s’agit de prendre en considération les besoins de la société locale et donner aux pouvoirs locaux la possibilité de décider en matière de financement de l’innovation en fonction des ressources territoriales dans les domaines, tant agricole qu’énergétique et des services. Cela devrait permettre de créer de l’activité et des emplois dans tout le territoire. |

| Summary, etc. | Growth and investment are slowing down, curve of unemployment is not inverted in spite of governmental policies since several years : what’s the matter ? It looks like as if economies of countries with decentralized organisation are getting better results. For instance, as regards the policies of main innovation choices are made by the government, purposes of which depend on national criteria but not on territorial resources : rural products, energy production, tourism, needs of services. The valuation of these resources could bring revenue stream and job creation in many places of territory. Classification JEL : J24, R11. |
