| Summary, etc. | Comme un certain nombre de ses voisins arabes, l’Etat saoudien tire plus de 40 % de son revenu de l’extérieur, c’est-à-dire de la rente pétrolière. Il a néanmoins conduit une politique de diversification économique dynamique, fondée sur le développement de son industrie et de son agriculture. Cette option est-elle réellement en contradiction avec sa nature d’Etat allocataire — ou rentier —, ou alors risque-t-elle, à terme, de la modifier, et notamment de créer une demande de participation politique et de démocratisation ? Pour l’auteur, le processus de diversification, bien réel, n’est pas incompatible avec la nature rentière de l’Etat, mais s’inscrit, en fait, à l’intérieur d’une logique allocataire, ce qui explique ses limites. Enfin, cette diversification ne devrait pas forcément — sauf bouleversements imprévisibles — engendrer une demande de participation démocratique, et ce en raison de la nature et de la composition de la classe capitaliste saoudienne, et aussi de la permanente autonomie budgétaire de l’Etat saoudien. |

| Summary, etc. | As some of its Arabic neighbors, over 40 percent of Saudi government income comes from outside the country, meaning petroleum revenues. It has, nevertheless. conducted a dynamic economic diversification policy, based on industrial and agricultural development. Is this option really in contradiction with its nature as an allocation — or rentier — state, or does it threaten, in time, to modify it, in particular by creating a demand for political participation and democratization ? For the author, the diversification process, while real, is not incompatible with the government’s rentier nature but, in fact, keeps within the logic of allocation, which explains its limitations. Finally, this diversification should not, with the exception of unforeseeable upheavals, generale a demand for democratic participation because of the nature and composition of the Saudi capitalist class and the permanent budgetary autonomy of the Saudi state. |
