| Summary, etc. | Un an après une agression décidée par l’Irak pour des raisons, selon lui, essentiellement financières, Ghassan Salamé s’interroge sur les effets de la guerre dans la région, et dresse un bilan sans complaisance : appauvrissement général de pays qui doivent payer la lourde facture de la guerre alors que les prix du pétrole sont à la baisse ; effacement du politique au profit du militaire, la « logique de guerre » continuant de prévaloir sur la recherche de solutions politiques équilibrées ; présence dominante des Etats-Unis tentés, au moins temporairement, par un interventionnisme d’une redoutable efficacité ; enfin, à défaut de « nouvel ordre régional », nouvel équilibre précaire, selon l’auteur, tant que subsisteront des disparités aussi accentuées entre pays du CCG, riches, mais peu peuplés et mal défendus, d’une part, et, d’autre part, leurs voisins, pauvres ou trop peuplés. |

| Summary, etc. | One year after an aggression carried out by Iraq for, according to Ghassan Salamé, financial reasons, the author evaluates the effects of the war on the region, and provides a stark assessment: general impoverishment of the countries which must pay the heavy cost of the war while oil prices are declining; effacement of the political in favor of the military, a “war logic” continuing to take precedence in the search for balanced political solutions; the dominant presence of the United States, tempted, at least temporarily, by an interventionism of formidable efficacity; finally, instead of a “new regional order” there is a new precarious balance, according to the author, which will continue as long as there are strong disparities between the rich, but sparsely populated and ill-defended, GCC countries on one hand and their poor, over-populated neighbors, on the other. |
