| Summary, etc. | Où en sont les rapports arabo-africains aujourd’hui et que reste-t-il de la coopération mise en place au milieu des années 70, dans l’euphorie du boom pétrolier ? Déçus par l’aide arabe, de moins en moins solidaires des positions arabes à l’égard d’Israël, inquiets de l’activisme libyen, les Etats africains cherchent désormais ailleurs, du côté de l’Occident, des soutiens économiques et politiques. Mais, au-delà des aspects institutionnels, se développe une intégration par le bas, qui prend appui sur des réseaux traditionnels, islamiques, factionnels ou familiaux, et vient compléter, ou contrarier, la diplomatie officielle. |

Disappointed with Arab aid, increasingly less supportive of the Arab positions with regard to Israel and concerned with Libyan activism, African nations are now looking elsewhere, towards the West for economic and political support. Beyond institutional aspects, however, integration is developing from the bottom, based on traditional, Islamic, factional or familial networks, which has the effect of complementing or impeding official diplomacy. |
