| Summary, etc. | La Turquie et l’Europe : une relation embrouillée Garip TURUNÇ Une étape supplémentaire est sur le point d’être franchie dans la longue et ambiguë relation turco-européenne qui doit, en principe, conduire la Turquie à devenir à moyen terme membre de l’UE. Cet article met ce parcours en perspective. La première partie retrace l’historique des relations turcoeuropéennes, en présentant les termes de l’Accord fondateur de l’Association de 1963, puis ceux de l’Union douanière de 1995 et l’accélération du processus d’élargissement, décidé, en décembre 1999, par le Conseil européen d’Helsinki et, enfin, l’évolution durant les cinq dernières années qui marquent une nouvelle ère dans les relations euro-turques. La seconde partie s’attache à proposer une problématique d’ensemble permettant de cerner les enjeux, tant du côté de l’UE que de la Turquie, d’une future adhésion. |

| Summary, etc. | Turkey and Europe : a stormy relationship Garip TURUNÇ An additional step is about to be taken in the long and ambiguous Turkish-European relationship which in principle should lead Turkey to become a member of the E.U. in the medium term. This article puts in perspective this process. In the first part, we trace the history of Turko-European relations, presenting the terms of the Founding Agreement of the Assotiation of 1963, then those of the Customs Union of 1995 and the acceleration of the process of enlargement decided in December 1999 by the European Council at Helsinki and finally the evolution during these last five years which constitute a new era in Turko-European relations. In the second part we propose a framework permitting us to explicit the issues from the Turkish as well as the European points of view. |
