| Summary, etc. | Ce texte replace l’actuelle alternance dans la succession des « moments réformistes » qu’a connus le Maroc depuis la première impulsion donnée, en 1958, par le gouvernement A. Ibrahim, jusqu’aux mesures dues au programme d’ajustement structurel imposé par la Banque mondiale à partir de 1983, en passant par toutes les tentatives technocratiques, ayant la coloration de « restaurations » libérales. L’heure est maintenant à une mise à niveau centrée sur l’entreprise qui doit être mise en œuvre par un gouvernement dirigé par un Premier ministre socialiste. Cette stratégie est lourde de menaces sur l’emploi, en dépit d’un accord salarial d’août 1996 qui pose évidemment la question de la capacité des différents acteurs à le faire appliquer. |

| Summary, etc. | This paper places the current changeover within the series of "reformist moments" which Morocco has undergone, from the first impetus given by the A. Ibrahim government in 1958, through to the measures due to the structural adjustment programme imposed by the World Bank as from 1983, by way of all the technocratic attempts at liberal "restoration". The current idea is to upgrade the economy by concentrating on the firm, a concept which has to be implemented by a government headed by a Socialist Prime minister. This strategy threatens employment, despite a wage agreement signed in August 1996, which obviously raises the issue of the capacity of the various players to enforce it. |
