Le débat est aujourd’hui dominé par la crise mondiale et les changements de paradigme de développement avec un retour à Keynes et aux modèles d’import substitution et d’intervention de l’État dans les Suds. Les pays en développement sont affectés par la crise selon des degrés différents dépendant de leur ouverture, de leur structure et des politiques mises en œuvre. Celles-ci sont moins orthodoxes (déficits publics, création de liquidité, reconquête du marché intérieur, voire protection sociale). Est-ce la fin du consensus de Washington ? |
