| Summary, etc. | Dans la banlieue de Dakar où l’urbanisation de certains quartiers s’est faite dans l’urgence lors de la vague d’exode rurale des années de sécheresse, la remise en eau des bas-fonds crée des conditions d’insalubrité qui conduisent à s’interroger sur l’usage actuellement fait de la notion de résilience. Est-il réellement du devoir (du pouvoir) des populations de s’adapter aux conditions d’insalubrité dans lesquelles l’État les a plongées et maintenues depuis cinquante ans ? Des réponses sont proposées ici. |
