| Summary, etc. | L’article montre comment les besoins politiques des acteurs publics, notamment les besoins de légitimité, les conduisent à prendre des décisions fondées sur leurs intérêts conjoncturels et non sur leur faisabilité et sur la soutenabilité. Une fois prises, ces décisions sont difficiles à réformer, même si les politiques publiques qui en résultent s’avèrent dysfonctionnelles. En effet, les acteurs politiques risquent, de nouveau, leur légitimité s’ils reviennent sur les avantages qu’ils ont accordés. Nous présentons deux cas, un au Maroc et un autre au Sénégal. Il s’agit de deux dispositifs d’accès gratuit aux soins. Classification JEL : I18, I38 |

| Summary, etc. | This article shows how the political needs of public actors, in particular their need for legitimacy, lead them to make decisions based on their current interests and not on the decisions’ feasibility and sustainability. Once taken, these decisions are difficult to reform, even if the resulting public policies turn out to be dysfunctional. If these political actors then reconsider the benefits they have granted, they put their legitimacy on the line once again. We present two cases, one in Morocco and another in Senegal, two countries that have programs for free access to health care. Classification JEL : I18, I38 |
