| Summary, etc. | L’administration Trump souhaite établir les conditions d’un commerce international équitable, en particulier avec la Chine. La baisse du déficit commercial doit être le témoin de cette politique, mais les enjeux stratégiques régionaux interviennent en raison des relations spéciales entre Pyongyang et Pékin, dont on espère une coopération efficace pour contenir le danger nord-coréen, face auquel le resserrement des alliances avec la Corée du Sud et le Japon est aussi nécessaire. L’imprévisibilité de la présidence américaine et l’absence de stratégie explicite, à ce stade, nourrissent l’incertitude. Si le Japon est une composante essentielle du dispositif américain et d’une coopération économique nouvelle après l’abandon annoncé du TPP, la politique chinoise de l’administration Trump et l’efficacité des sanctions financières contre la Corée du Nord seront clef pour la stabilité et le commerce. |

| Summary, etc. | The Trump Administration’s Asia policy : from trade to strategic affairs, asserting US influence without a strategy ?The Trump Administration claims to establish fair trade relationships, particularly with China, and reducing the trade deficit is the stated indicator of that policy. However regional strategic issues come to bear on the economic agenda as a result of China’s historical relationship with North Korea. While working to strengthen its alliance with Seoul and Tokyo, the U.S. hopes Beijing will respond to ward off the North Korean danger. Trump’s unpredictability and the absence of an apparent regional strategy at this stage generate much uncertainty. Whereas Japan remains a key component of the U.S. leadership in Asia-Pacific and a key economic partner after the announced withdrawal from the TPP, America’s policy on China and an efficient sanction regime on North Korea will be decisive for both stability and trade. |
