| Summary, etc. |
| 520 ## - SUMMARY, ETC. | |
| Summary, etc. | Buried near the bottom of the Chinese Communist Party’s (CCP) “Three News” Initiative (Ch. san xin huodong), which began in 2017, is the prohibition against “strange clothing” (Ch. chuandai qiguai). Although vague, this statement appears to signal a recommitment to standardizing sartorial practices among Uyghurs. In 2011, officials unrolled a five-year, US$8 million dollar multi-media campaign that promoted “modern” female fashion and educated women to discard their Islamic veils, which they called “Project Beauty” (Ch. liangli gongcheng). In contrast, this more recent attempt to alter Uyghur appearances extends from eliminating pious dress to de-ethnicizing local standards of beauty. Drawing on government reports and informed by Foucault’s concept “biopower,” this essay introduces and interrogates the strategies—staging beauty pageants, building salons, and training beauticians—the CCP imposes to redefine Uyghur feminine pulchritude in order to transform these women into docile Chinese subjects. |
