Summary, etc. | L’admission à l’ONU de l’Ukraine et de la Biélorussie – deux Républiques soviétiques – en 1945 a représenté un choc pour les observateurs et est rapidement devenue célèbre comme une des bizarreries juridiques de la Guerre froide. Cette participation de deux entités subétatiques à l’arène internationale n’était cependant pas que le résultat d’un caprice soviétique à la fin de la Seconde Guerre mondiale. Elle témoignait à la fois de la stratégie soviétique d’instrumentalisation de la souveraineté nationale et de transformations plus larges de l’ordre international, avec l’élargissement du cercle des acteurs légitimes. Elle établissait aussi des connexions périphériques entre des questions internes soviétiques et les enjeux de décolonisation, de développement et de politique dans l’émigration antisoviétique. Avant même que l’indépendance ne devienne une réalité politique, les Ukrainiens et Biélorusses soviétiques s’efforçaient ainsi de placer leurs républiques sur la carte du monde. |

Summary, etc. | The admission of two Soviet republics, Ukraine and Byelorussia, to the newly-established United Nations in 1945 startled external observers and soon became known as one of the Cold War’s legal curiosities. This participation of two substate entities in the global arena was, however, more than merely the result of a Soviet whim at the end of World War II. It testified both to Soviet strategies of instrumentalizing national sovereignty abroad and to broader transformations of the international order, with an increasing number of legitimate actors. In the framework of the Cold War, the two republics represented the Soviet Union, but could also act as subaltern states. Their international presence established peripheral connections that related Soviet domestic issues to decolonization and development and to anti-Soviet emigration politics. Before independence became a political reality, Soviet Ukrainians and Byelorussians were therefore active in putting their republics on the world map. |
