| Summary, etc. | Le principe de Smart City s’est d’abord constitué sur l’idée d’un usage de la technologie dans le domaine urbain. Elle a ensuite évolué vers le développement de la vivacité du capital humain, des vases communicants se créant par la stimulation du développement de l’un par l’autre. Il se présente de plus en plus d’opportunités de développement conjoint. Ce phénomène, bien connu dans les domaines industriels et du management des organisations, se retrouve dans le secteur public de la gestion territoriale. Dans le secteur des organisations, l’importance du système d’information est largement reconnue. Il s’agit du chainon manquant qui permettra à la Smart City de réellement produire les développements attendus. Deux cas d’études dans le domaine de la santé et de la cohésion sociale intercommunale illustrent le propos. Ces cas mettent également en évidence la nécessité, plus que dans le domaine du management des organisations, de disposer d’une information très fine sur les capacités d’action de chaque individu. Les technologies mobiles le permettent. Le système d’information doit alors inclure ces dispositifs. Il en va de même pour l’algorithmique du traitement de la donnée, la finesse et l’individualisation ayant pour conséquence une explosion de la quantité de données. |

| Summary, etc. | Smart City was initially based on the idea of using technology in the urban field. It then evolved towards the development of the vivacity of human capital, communicating vessels being created by stimulating the development of one by the other. There are more and more opportunities for joint development. This phenomenon, which is well known in the industrial and organizational management fields, can be found in the public sector of territorial management. In the organisations sector, the importance of the information system is widely recognised. It is the missing link that will enable the Smart City to really produce the expected developments. Two case studies in the field of health and intermunicipal social cohesion illustrate the point. These cases also highlight the need, more than in the field of organisational management, to have very detailed information on each individual’s capacity for action. Mobile technologies make this possible. The information system must therefore include these devices. The same is true for the algorithmic processing of data, the fineness and individualisation resulting in an explosion of the quantity of data. |
