| Summary, etc. | RésuméLes dernières négociations commerciales multilatérales menées au sein de l’Organisation Mondiale du Commerce ont connu des difficultés importantes qui pourraient conduire à l’échec. Nous examinons les principes de fonctionnement de ce processus de négociation qui repose sur des règles et des rapports de forces. L’augmentation du nombre de pays membres, la règle de consensus, l’affirmation des pays émergents, l’absence de véritable leadership accroissent les difficultés. L’article se termine par des propositions visant à les réduire et, notamment, une meilleure quantification de la réciprocité, le recours à des accords plurilatéraux, la fixation d’un délai crédible de négociations. |

| Summary, etc. | The last multilateral trade negotiations chaired by the World Trade Organization met huge problems which could lead to failure. We examine the working of this negotiation process based on rules and power struggles. The increasing number of Member countries, the rule of consensus, the assertion of emerging countries, the absence of a credible and powerful leadership all contribute to increase difficulties. The article terminates with proposals aiming at reducing the latter, namely a better quantification of reciprocity, plurilateral agreements as last resort, the fixing of a reasonable deadline for negotiations. |
