| Summary, etc. | Martin Michel Charles Gaudin is certainly not the most famous of Napoleon’s ministers. The historiography’s discrediting of him is almost a tribute to the proverbial modesty of his few biographers. Yet his task was not the least of those facing the consular government in the aftermath of 18 Brumaire: to reconstitute the revenue networks, to unblock the tax bureaucracy, to find a remedy for the chronic debt that was sinking the Treasury, and above all to restore the confidence without which no economic recovery was conceivable—just two years after the bankruptcy of the Two-Thirds. In these circumstances, the choice of this “somewhat colourless man” (J. Tulard) to assist Bonaparte in the decisive battle of finances may at first sight seem surprising. However, this appointment expresses the spirit that would henceforth drive the management of public funds, in a perfect counterbalance to the excesses of the Revolution: between pragmatism, empiricism and restraint. |

| Summary, etc. | Martin Michel Charles Gaudin n’est certes pas le plus renommé des ministres de Napoléon. La discrétion de l’historiographie à son égard s’apparente presque à un hommage rendu à la modestie proverbiale que lui reconnaissent ses rares biographes. Sa tâche n’est pourtant pas la moindre de celles qui se présentent au gouvernement consulaire au lendemain du 18 Brumaire : reconstituer les réseaux de recettes, désembourber la bureaucratie fiscale, trouver remède à l’endettement chronique qui plombe le Trésor et, surtout, rétablir la confiance sans laquelle aucun redressement économique n’est envisageable – deux ans à peine après la Banqueroute des Deux-Tiers. Dans ces circonstances, le choix de cet « homme un peu incolore » (J. Tulard) pour seconder Bonaparte dans la bataille décisive des finances peut, de prime abord, surprendre. Cette nomination exprime pourtant tout l’esprit qui animera désormais la gestion des deniers publics, dans un parfait mouvement de balancier avec les excès de la Révolution : entre pragmatisme, empirisme et pondération. |
