| Summary, etc. | RésuméLe développement par des organisations privées d’instruments destinés à définir, mettre œuvre ou évaluer la RSE introduit une série de contraintes nouvelles sur les négociations à ce sujet. L’attention accordée à des exigences de légitimité, d’inclusion et de transparence devient un passage obligé pour les producteurs de normes privées en la matière. Cet article se penche sur le processus d’élaboration d’ISO 26000, norme internationale sur la responsabilité sociétale des organisations publiée en novembre 2010. Ce cas est particulièrement intéressant à étudier car les négociations ont porté non seulement sur le contenu de la norme mais également sur sa procédure d’élaboration. Plutôt que d’analyser les négociations en tentant d’identifier les objectifs des catégories de stakeholders déterminées a priori, nous analysons parallèlement les débats sur le contenu et l’incidence des nouvelles règles sur les négociations. Des enjeux clefs dans l’élaboration d’ISO 26000 (sa source, son degré de contrainte et son champ d’application) sont mis en relation avec des modifications apportées à la procédure visant à améliorer la légitimité, l’inclusion et la transparence. Un examen des règles de procédure mises en place en dit long, en amont, sur les principaux enjeux au cœur du processus et, en aval, sur les poids respectifs accordés aux exigences en termes d’efficacité et de justice. |

| Summary, etc. | The development by private organizations of tools aimed at defining, implementing and evaluating corporate social responsibility (CSR) introduces a series of new constraints on negotiations processes. The attention given to requirements in terms of legitimacy, inclusiveness and transparency is becoming a must for the producers of private standards in the field. The article investigates the setting process of ISO 26000, international guidance standard on social responsibility published in November 2010. Studying this case is interesting because the negotiations focused not only on the content of the standard but also its development frame. Rather than trying to identify the objectives of the categories of stakeholders given by the organizers, we analyze both the discussions on the content and the impact of new rules of procedure on the negotiations. Keys issues in the development of ISO 26000 (its source, degree of constraint and field) are related to the modifications of the ISO procedure. The analysis of the new rules can teach us a lot, upstream on the key issues related to the process and, downstream, on the weightings given to requirements in terms of efficiency and justice. |
