Summary, etc. | Cet article présente une démarche de concertation territoriale portée par le conseil de développement du Pays Cœur d’Hérault visant à organiser des « États généraux de l’alimentation et de l’agriculture durable » (EGAAD). Cette démarche a pour objectif à terme de développer un système alimentaire territorialisé durable (SATD) à l’échelle du Pays, territoire regroupant 77 communes et trois intercommunalités. Le dispositif de concertation territoriale, élaboré avec une équipe de recherche (INRAe-UMR Innovation) avait pour objectif de mobiliser tous les acteurs de l’approvisionnement alimentaire local, les consommateurs, les associations citoyennes et les élus afin de construire un diagnostic partagé et d’identifier les pistes d’action concrètes pour développer le SATD et construire une gouvernance agricole et alimentaire à l’échelle du Pays. La concertation territoriale conduite sur une année, a mobilisé divers dispositifs (études diagnostics, forums citoyens, groupes de travail, restitutions publiques…). La participation a été inégale au regard du dispositif de concertation déployé. Alors que celle des professionnels de l’approvisionnement alimentaire local est restée faible, celle de la société civile et des élus a crû au cours du processus. Toutefois, cette concertation a permis de remettre l’alimentation à l’agenda politique du Pays. |

Summary, etc. | This article presents a territorial consultation process led by the development council of the Pays Cœur d’Hérault (PCH) aimed at organising the “États généraux de l’alimentation et de l’agriculture durable” (EGAAD). The aim of this approach is to develop a sustainable territorial food system (SATD) at the level of the Pays, a territory comprising 77 communes and three inter-municipalities. The territorial consultation process, developed with a research team (INRAe-UMR Innovation), aimed to mobilise all local food supply stakeholders, consumers, citizens’ associations and elected officials in order to build a shared diagnosis and identify concrete courses of action to develop the SATD and build agricultural and food governance on the PCH scale. The territorial consultation, which was carried out over a year, mobilised various mechanisms (diagnostic studies, citizens’ forums, working groups, public feedback, etc.). Participation was uneven with regard to the consultation mechanism deployed. While the participation of local food supply professionals remained low, that of civil society and elected representatives increased during the process. However, this consultation has made it possible to put food back on the PCH’s political agenda. |
