| Summary, etc. | La notion de smart city fait l’objet de diverses définitions et analyses. Les chercheurs comme les praticiens s’appuient souvent sur des définitions composites associant la smart city à l’ensemble des transformations sociales, techniques et organisationnelles à l’échelle d’un territoire spécifique. En d’autres termes, chacun semble s’approprier cette formule en fonction de ses propres intérêts et objectifs. Les politiques de smart city menées par certaines métropoles par exemple, sont associées à des logiques de projets, caractéristiques des nouvelles formes de l’action publique. Nous interrogeons ici cette notion en analysant à la fois les discours produits par différentes parties prenantes, les formes organisationnelles de gouvernance, ainsi que la place du discours instituant autour de la smart city porté par les métropoles de Rennes et de Lyon. |

| Summary, etc. | The notion of smart city is the subject of various definitions and analyses. Researchers and practitioners alike often rely on composite definitions that associate the smart city with all the social, technical and organizational transformations on the scale of a specific territory. In other words, everyone seems to appropriate this notion according to their own interests and objectives. Smart city policies pursued by some metropolities, for example, are then associated with project logics, characteristic of the new forms of public action. We question this notion by analyzing the discourses produced by different stakeholders, the organizational forms of governance, and the place of the instituting discourse on the smart city in the metropolises of Rennes and Lyon. |
