| Summary, etc. | Au croisement entre les enjeux de modernisation du service public et une volonté de rapprochement des citoyens de la vie politique, la participation citoyenne en ligne s’affirme comme un chantier dans lesquels s’engagent de plus en plus les collectivités territoriales. En s’appuyant sur une enquête ethnographique au sein d’une collectivité locale française, l’article retrace le lancement de son budget participatif numérique, mobilisé comme un projet phare de la stratégie smart city de la municipalité. Cette contribution démontre que, bien que la tendance soit celle de rétablir le fonctionnement de la démocratie représentative sur la toile, la participation en ligne induit des basculements majeurs dans la conduite de l’action publique, jusqu’à questionner même sa raison d’être. |

| Summary, etc. | At the crossroads between the challenges of modernizing public service and of bringing citizens closer to political life, local authorities are increasingly launched on online participation devices. Based on an ethnographic fieldwork, the article traces the launch of a digital participatory budgeting by a French local authority, which has been at the same time the leading project of the municipality's smart city strategy. This contribution shows that, although the trend is to re-establish on line the traditional functioning of representative democracy, online participation induces major impacts in public action. |
