| Summary, etc. | Après plusieurs décennies de délaissement de son fleuve, Rabat a décidé, au début du troisième millénaire, de mettre en œuvre une politique de waterfront development. La concrétisation du projet d’aménagement de la vallée du Bou Regreg marque un tournant essentiel dans les rapports entre la ville de Rabat et ses fronts d’eau. Pour disposer de l’assiette foncière nécessaire à la réalisation du plan d’aménagement spécial, l’Agence pour l’Aménagement de la vallée du Bou Regreg a entrepris des négociations avec plusieurs acteurs locaux à titre individuel ou regroupés dans le cadre d’associations. Les négociations engagées entre l’Agence et les barcassiers n’ont pas été à l’abri de tensions, voire de conflits. Ceci a conduit le maître d’ouvrage à envisager différents arrangements et à élaborer des compromis avec les protagonistes. |

| Summary, etc. | The Bouregreg Valley development project grappling with local actors: Negotiation, conflict, and compromiseAfter several decades of abandonment of its river, Rabat decided, at the start of the millennium, to implement a waterfront development policy. The fulfilment of the Bouregreg Valley development project marks a crucial turning point in the relations between the city of Rabat and its waterfronts. In order to have the land base necessary to achieve the special development plan, the Bouregreg Development Agency undertook negotiations with several local actors, both individuals and associations. The negotiations between the Agency and the barcassiers (boat owners) have not been without tension or even conflict. This led the project owner to consider different arrangements and to make compromises with the main actors. |
