| Summary, etc. | Aux Pays-Bas, jusqu’à aujourd’hui, lorsque des jeunes n’avaient pu travailler avant de devenir handicapés, une allocation handicap leur était attribuée dès qu’ils atteignaient 18 ans, sans limite dans le temps, sans condition de ressources, et à partir de critères d’évaluation du handicap tellement flous qu’ils incluaient les troubles du comportement. Or, non seulement ce revenu presque assuré avait pour effet de dissuader toute recherche sérieuse d’emploi, mais la généralisation des diagnostics de troubles comportementaux précoces a multiplié les recours à cette prestation de sécurité sociale, devant toute difficulté d’insertion professionnelle. C’est donc à une réforme drastique que s’est résolu le gouvernement néerlandais, en décidant qu’à partir de 2010 l’allocation ne serait attribuée aux jeunes handicapés qu’à partir de 27 ans, après qu’ils aient eu les possibilités de parfaire leur formation générale et professionnelle ou de tenter d’accéder à un emploi grâce aux différents soutiens personnalisés, déjà prévus dans la politique néerlandaise de réinsertion des personnes handicapées, qui s’adresse plus généralement à celles qui avaient préalablement un emploi. À défaut d’efforts de formation ou d’insertion professionnelle, ces jeunes risqueront dorénavant de perdre leur droit à l’allocation, quel que soit leur handicap. |

| Summary, etc. | An increasing number of young handicapped people in the Netherlands receive social benefits or special services. In this article we particular focus on the Disablement Assistance Act for Handicapped Young Persons (Wajong). The Wajong Act has special interest because of the large and growing numbers of youngsters receiving this disability benefit and do not work. One out of 15 youngster and adolescents may after some years become a recipient. These are alarming numbers that show that capacities of youngsters are not enough used. Especially of youngster who have behavioral problems and are diagnosed with ADHD and autism. In The Netherlands there is an intense political discussion on youngsters with a disability. The new Wajong in 2010 will cover only those youngsters (of the new influx) that have hardly any productive capacity left. The others have to go to school, find a job or they will lose their benefit. |
