Summary, etc. | Réalisé d’après une commande pour le site internet de l’Agence européenne pour l’éducation des élèves à besoins éducatifs particuliers, l’article présente la première partie d’une recherche relative aux dispositifs permettant de prendre en compte les élèves présentant des besoins éducatifs particuliers en France, tels qu’ils sont définis au 31 décembre 2010. Une approche synthétique du cadre légal et réglementaire permet d’évoquer la façon dont le système éducatif français appréhende les besoins éducatifs particuliers, et les réponses propres au ministère de l’Éducation nationale, ou aux établissements d’enseignement privé agréés par l’État, assurant une mission de service public. La seconde partie de l’article, portant sur le secteur médico-éducatif, le secteur social et le secteur sanitaire, ainsi que sur le financement des actions au bénéfice des élèves à besoins éducatifs particuliers, sera publiée dans un prochain numéro de La nouvelle revue de l’adaptation et de la scolarisation. |

Summary, etc. | This article, which was commissioned for the Internet site of the European Agency for Development of Special Needs Education, presents the first part of a research project on the systems making it possible to accommodate pupils with special educational needs in France, as defined on December 31, 2010. A synthetic approach to the legal and regulatory framework allows us to examine the way in which the National Education system or private schools approved by state play a public service role. The second part of the article, which deals with the medical-educational sector, the social sector, and the health sector as well as the funding of initiatives in favor of pupils with special educational needs, will be published in a coming issue of La nouvelle revue de l’adaptation et de la scolarisation. |
