Summary, etc. En remontant aux origines législatives des systèmes de soutien des structures scolaires ordinaires, cet article présente les services intégrés comme étant un facteur essentiel à la mise en place du processus de scolarisation des élèves handicapés dans des classes ordinaires. Après un survol rapide du type de soutien proposé dans le cadre de la politique d’ integrazione scolastica, cet article plaide en faveur d’un changement de paradigme permettant de passer d’un système de soutien intégratif à un système inclusif. Pour que cette transition soit possible, la structure de soutien doit dépasser l’idée que la coopération entre les différentes parties prenantes a pour but de garantir une redistribution égale des ressources matérielles, pour adopter l’idée d’un soutien s’appuyant sur la collectivité et capable de renforcer la capacité des systèmes ordinaires. Ce soutien devrait reposer sur des systèmes permanents, caractérisés par des partenariats et des rapports humains capables de lutter à titre préventif contre les origines de l’inégalité, au lieu d’intervenir en termes de compensation et d’ajustements.

Summary, etc. By tracing the legislative origins of the systems of support to ordinary school settings, the article identifies the provision of integrated services as a crucial factor to implement the process of mainstreaming disabled students in regular classrooms. After a short investigation of the type of support available within the policy of integrazione scolastica, the article makes the case for a paradigmatic shift from an integrative to an inclusive system of support. The shift requires that the structure of support goes beyond the idea of co-operation among different stakeholders necessary to safeguard an equal re-distribution of material resources to embrace an idea of a community-based support capable of strengthening the capacity of mainstream systems. Such support should be based on permanent systems of support characterized by partnerships and human relations capable of fighting against the origins of inequality on a preventive basis rather than to intervene in terms of compensation and adjustments.
