| Summary, etc. | Chaque année sur le territoire national, près de huit cents nouveau-nés présentent une surdité. L’extrême majorité des parents impliqués sont entendants et ne possèdent pas de compétence spécifique dans la surdité. Directeur d’un Service de soutien à l’accompagnement familial et à la scolarisation (SSEFS) situé en Seine-et-Marne, notre travail est de favoriser l’accompagnement des enfants et parents concernées. Depuis l’année 2010, une nouvelle autorisation de fonctionnement nous permet d’intervenir auprès des enfants sourds au plus tôt. Fort de cette récente autorisation et des préconisations institutionnelles nous avons travaillé à mettre en place un accompagnement précoce pour ces jeunes. Notre analyse prend d’abord en compte les obligations et recommandations nationales, prête ensuite attention aux axes politiques (l’hésitation entre une prise en charge dès la naissance ou une prise en charge soucieuse de vérifier les données à prendre en compte, donc plutôt à partir de 3-4 mois) et aux débats locaux. Cette contribution précise ensuite les démarches entreprises pour déterminer un site d’accompagnement satisfaisant car notre service ne disposait pas au départ d’un lieu approprié (la question ici est celle de la participation de la famille aux activités). Nos premières démarches auprès de Camsp demeurant infructueuses, nous nous sommes alors adressé à plusieurs mairies. Cependant, une fois encore, les réponses obtenues furent mitigées : une municipalité adopta une position qui permettait un partenariat, mais insuffisant encore par rapport aux besoins globaux de notre aire de fonctionnement. Nous sommes donc arrivé à la conclusion qu’un nouvel espace devait être créé – en d’autres termes, il s’agissait de concevoir un multi-accueil associatif. La conception d’un multi-accueil repose sur le principe d’un espace dans lequel évolueraient à la fois des enfants sourds et entendants. |

| Summary, etc. | Every year in France almost 800 children are born deaf. Most of their parents are hearing persons and have no specific skills in dealing with deafness.The author of this article is the director of a support service for family and schooling (SSEFS, Service de soutien à l’accompagnement et à la scolarisation) located in Seine-et-Marne. Our task is to provide support and assistance to deaf children and their parents. Since 2010 a new operating rule has authorized us to take action with deaf children at an earlier stage. With this new authorization and institutional guidelines, we have sought to provide support and assistance to deaf children at an early age. Our analysis first takes into account national obligations and recommendations, and then examines different policies (hesitation between action as of birth and action following verification, therefore as of three or four months after birth) and discussions at the local level. The article then presents the steps taken to find a satisfactory place for support. Indeed, at first our service did not have an appropriate place for care (the question here is the participation of families). Our first contacts with the CAMSP (Center of Early Medical-Social Action) produced no results, so we then approached several municipal governments. Once again, however, we obtained only mixed responses. One municipality adopted a position that allowed a partnership, but an insufficient one in view of our overall operational needs. So we reached the conclusion that a new place had to be created. In other words, an associative multi-host structure was necessary. The design of a multi-host structure is based on the principle of a place for deaf as well as hearing children. |
