| Summary, etc. | En matière administrative, l’Indochine française a connu jusqu’en 1945 de nombreuses réformes. Celles-ci ont d’abord porté sur les institutions indigènes maintenues à des degrés divers, assez largement quoique dénaturées dans les pays de protectorat, beaucoup moins dans les colonies proprement dites. Dans tous les cas, elles ont été adaptées à la domination française tant au niveau central que local. De nombreuses modifications ont ensuite été apportées aux institutions créées par les Français pour diriger et contrôler les structures indigènes conservées. Elles ont été dictées par des considérations politiques, avec la volonté de transformer en profondeur les sociétés colonisées, mais aussi techniques, afin d’assurer à moindre coût l’emprise sur les territoires. La décision de réformer a été prise tantôt en métropole par le ministre chargé des colonies, tantôt en Asie par les responsables coloniaux, en particulier par le gouverneur général de l’Indochine, mais pas uniquement. D’où le bilan mitigé que l’on peut tirer des changements incessants ayant affecté la péninsule. |

| Summary, etc. | Before 1945, numerous administrative reforms were realised in French Indochina. These reforms focussed primarily on indigenous institutions at different levels of administration which had hitherto been preserved even though quite broadly altered in the protectorate countries, and much less so than in the colonies themselves. In all cases, they were adapted to the requirements of the French authority both at a central and at local levels. Numerous modifications to those institutions created by the French were also subsequently brought about so as to direct and to control those indigenous structures which had been maintained. These reforms were dictated by political considerations, under a willingness to deeply transform the colonised societies, and also by procedural considerations, in order to ensure at the lowest possible cost an effective control over the territories. The decision to reform was taken sometimes in France, by the Minister in charge of the French colonies, and otherwise in the Far East by the colonial authorities themselves, and in particular, though not exclusively, by the Governor-General of Indochina. Hence, only mixed outcomes emerged from the incessant changes that affected the peninsula. |
