Summary, etc. | Cette étude est fondée sur une approche comparative entre la Tunisie et l’Égypte, toutes les deux soumises à la domination coloniale depuis la fin du XIXe siècle. S’il est notoire que ces deux pays de protectorat ont vu la naissance d’un nationalisme revendicatif au sortir de la guerre, la question demeure concernant le rapport des acteurs locaux au nouveau capitalisme. Notre objectif est de démontrer que le nationalisme, aussi bien tunisien qu’égyptien, est fondé sur une dynamique économique locale apparue à la faveur de l’après-guerre. En effet, une nouvelle élite socio-économique est née dans les deux pays, non sans rapport avec l’élite politique ou nationaliste, et a réussi à concevoir une stratégie économique locale ou « nationale » fondée sur la création d’entreprises capitalistes modernes. Talaat Harb, en Égypte, et M’hamed Chenik, en Tunisie, en sont les figures marquantes ayant réussi à créer, l’un, la Bank Misr, et l’autre, la Coopérative tunisienne de Crédit. La banque devrait être, dans leur esprit, le levier d’une économie nationale capable de faire face à l’hégémonie du capitalisme colonial. La réussite des entreprises d’un Talaat Harb explique, en partie, le fait qu’il a été érigé, contrairement à M’hamed Chenik, en véritable héros national par la mémoire collective égyptienne. |

Summary, etc. | This study is based on a comparative approach between Tunisia and Egypt, both of them dominated by the colonial rule since the end of the 19th century. Although it is widely known that these protectorates have seen the emergence of a post-war protest nationalism, the question of the relationship between local activists and the new capitalism must be enlighted. In this paper, our aim is to demonstrate that nationalism, Tunisian as well as Egyptian, is based on a dynamic local economy created by the postwar period. In fact, a new socio-economic elite was born in the two countries, but not unrelated to the political or nationalist elite, and succeeded in developing a local or national economic strategy based on creating modern capitalist companies. Talaat Harb in Egypt and M’hamed Chenik in Tunisia were the icons who succeeded in creating Bank Misr for the former and Coopérative Tunisienne de Crédit for the latter. According to them, the Bank should be the main vehicle of a national economy capable of confronting the hegemony of the colonial capitalism. The success of Talaat Harb’s companies partly explains his rising as a national hero by the Egyptian collective memory, unlike M’hamed Chenik. |
