| Summary, etc. | Dans le Sahara du Maghreb, la gestion des systèmes hydrauliques se basait essentiellement sur une exploitation coutumière et rationnelle des eaux superficielles et des nappes souterraines. Le recul des structures traditionnelles de gouvernance des ressources naturelles, l’augmentation des besoins en eau et l’introduction de techniques modernes comme le forage ont fortement perturbé l’écosystème oasien. Dans la wilaya d’Adrar et plus précisément dans la région du Touat, objet de notre étude, plus de 700 forages ont été creusés depuis 2000. Les foggara-s sont actuellement en déclin et plus du tiers est taris sur environ 1400 foggara-s existantes dans la wilaya d’Adrar. Depuis les années 2000, des programmes de réhabilitation sont lancés sur fond public pour la sauvegarde des foggara-s algériennes. De nouvelles formes d’articulation entre le système traditionnel du maintien de la foggara et les actions techniques menées par les services de l’État dans le cadre de travaux de réhabilitation se développent. Nos enquêtes de terrain mettent en exergue un repositionnement des propriétaires des foggara-s pour négocier la mise en œuvre des projets de réhabilitation. |

| Summary, etc. | In the Sahara of the Maghreb, the management of hydraulic systems was essentially based on customary and rational exploitation of water. The decline of traditional natural resource governance structures, the increase in water requirements and the introduction of modern techniques such as drilling have greatly disrupted the oasis ecosystem. In the wilaya of Adrar and more precisely in the region of Touat, object of our study, more than 700 boreholes have been dug since 2000. The foggara-s are currently in decline and more than a third has dried up on about 1400 foggara-s existing in the wilaya Adrar. Since the 2000s, rehabilitation programs have been launched on public funds for the safeguarding of Algerian foggara-s. New forms of articulation between the traditional system of maintaining the foggara and the technical actions carried out by the State services within the framework of rehabilitation works are developing. Our field surveys highlight a repositioning of the owners of the foggara-s to negotiate the implementation of rehabilitation projects. |
