| Summary, etc. | La présente contribution se propose d’aborder la mise en œuvre de ce qui est communément appelé aujourd’hui « démocratie participative » dans la gestion du bien culturel de Tombouctou. Le mode de gestion séculaire de ce patrimoine revêtait les allures d’une gestion participative bien qu’il existe une hiérarchie parmi les acteurs locaux en charge de cette gestion. Nous verrons cependant comment paradoxalement cette politique de démocratie participative de l’Unesco et de l’État malien a entraîné des changements qui auraient en partie contribué à accentuer cette hiérarchie, susciter des tensions, exclure par la même occasion certains acteurs de la gestion tout en en privilégiant d’autres. |

| Summary, etc. | This contribution proposes to address the implementation of what is now commonly called “participatory democracy” in the management of the cultural property of Timbuktu. The secular mode of management of this heritage took on the appearance of participatory management although there is a hierarchy among the local actors in charge of this management. However, we will see how paradoxically this participatory democracy policy of Unesco and the Malian State has led to changes which would have partly contributed to accentuating this hierarchy, arousing tensions and at the same time excluding certain actors from management while giving priority to others. |
