Summary, etc. | Crises financière et environnementale sont habituellement traitées dans des cercles académiques, d’expertise et de décision différents. Cette division du travail devient intenable à l’heure de l’Anthropocène. En effet, aucun accord climatique ambitieux ne pourra être trouvé sans réponse à la question du financement de la transition vers une société décarbonée. Nous développons plus avant dans ce texte les raisons pour lesquelles il faudrait considérer d’un seul bloc ces deux champs aujourd’hui séparés. Nous opérons à cette fin un retour sur la différence fondamentale entre prix et valeur sociale. Dans le cadre du changement climatique, la croyance dans leur identité via la mise en œuvre de simples mécanismes de marché du carbone appropriés a conduit à l’échec. Une force extérieure au marché est nécessaire pour réduire cette différence. Elle pourrait aujourd’hui prendre la forme du GIEC et des engagements politiques des États à ne pas dépasser 2 ˚C d’augmentation des températures. En émanent alors naturellement des formes nouvelles de politiques climatiques, qui insèrent l’ensemble des acteurs financiers dans la poursuite de cet objectif. |

Summary, etc. | Fixing the climate throughout market finance? On price and value in natureThe financial and environmental crisis are usually handled in different academic, expertise and public decision networks. This separation has become untenable in the age of the Anthropocene. In fact, no ambitious climate agreement can be achieved without first finding an answer to the question of how to finance the transition towards a decarbonized society. In this text, we further develop the reasons for which these two fields should be considered as a single unit. To this end, we go back to the fundamental difference between the price of carbon and the social value of carbon. The belief that the two can be equated through simple market mechanisms has been a failure. An external force is necessary to reduce the difference between the two. In the case of climate change, it takes the form of the IPCC’s results and the political commitment to keep the temperature increase below 2˚C compared to its pre-industrial levels. New forms of climate policies emerge from this analysis, which now incorporate all financial actors toward this goal. |
