| Summary, etc. | RésuméLe système parlementaire italien contemporain est créé dans le cadre du Statut albertin. Celui-ci prévoit la réunion du Parlement en sessions suite à une convocation royale. Néanmoins, si le principe initial est simple, la mise en pratique de celui-ci, surtout en temps de guerre, n’est pas aussi limpide. D’une part, le principe de la prorogation, initialement prévu dans le Statut albertin, prend une mesure nouvelle. D’autre part, le parlement italien est rapidement relégué au second plan, laissant le Gouvernement prendre en main l’activité législative. Mais, un retournement de situation est perceptible au cours de la Grande Guerre puisque les commissions parlementaires contrôlent progressivement les actes gouvernementaux. Quels principes juridiques ont conduit ces évolutions ? |

| Summary, etc. | The Italian parliamentary system comes under the Albertine Statute, that planned the meeting of the parliament in sessions further to a royal convocation. Although the initial principle was simple, the application of this one, especially in wartime, is not such clear. Firstly, the deferment, initially planned in the Status, changes to a certain extent. Secondly, the Italian parliament is quickly relegated into the background, as far as the government takes the lead in the legislative activity. But, a reversal of situation is perceptible during the WWI because parliamentary committees are gradually in charge of controlling the governmental acts. What legal principles led these evolutions? |
