Summary, etc. | RésuméEn janvier et mars 1925, à la Chambre des députés, Édouard Herriot met en cause le Séminaire français de Rome pour son hostilité à la République. Il s’appuie sur des informations fournies par un haut fonctionnaire catholique du ministère des affaires étrangères, Louis Canet. Celui-ci, pour des raisons idéologiques et personnelles remontant à la Première Guerre mondiale, entend diminuer dans l’Eglise de France l’influence du Séminaire français et de son recteur, le P. Henri Le Floch. Canet profite d’un contexte humain, politique et administratif pour faire avancer les intérêts qu’il défend. Un conseiller technique peut ainsi jouer un rôle politique en utilisant des informations précises de son domaine de compétence et en proposant une grille d’analyse et d’action. S’il peut alors influencer les responsables politiques, il doit cependant toujours compter avec d’autres acteurs administratifs et politiques, qui proposent des alternatives |

Summary, etc. | In January and March 1925 at the Chambre des députés, Edouard Herriot accuses the French Seminary of Rome to be an anti-republican seminary. He uses pieces of information that have been given to him by Louis Canet, a catholic high-ranking official of the Ministry of Foreign Affairs. Canet, for ideological and personal reasons dating back to First World War, intends to lower the influence of the French Seminary and Father Henri Le Floch, its rector, in the French Roman Catholic Church. Canet takes advantage of a human, political and administrative situation that allows him to promote his views. So can a senior official that uses peculiar pieces of information and proposes a grid of action and analysis have a political role. Nevertheless this capacity to influence politicians has to compete with the solutions that are put forward by other seniors officials and politicians. |
