| Summary, etc. | La Déclaration de Principes signée en septembre 1993 entre l’Organisation de libération de la Palestine (OLP) et le gouvernement israélien prévoyait, entre autres choses, une reconnaissance mutuelle des deux parties. Pour y parvenir pleinement, le gouvernement israélien réclamait de l’OLP qu’elle convoque le Conseil national palestinien afin d’abroger les articles dits « litigieux » de la Charte de l’OLP. Comme convenu, ce dernier se réunit en avril 1996. Cet article revient sur les enjeux symboliques, juridiques et politiques de l’abrogation des articles litigieux, sur les différentes alternatives qui ont été discutées entre les factions pour remplacer ou amender la Charte et sur le vote qui n’abroge pas formellement les articles comme cela a souvent été écrit dans la littérature scientifique. |

| Summary, etc. | The Declaration of Principles (DoP) signed in September of 1993 between the Palestine Liberation Organization (PLO) and the Government of Israel, provided, among other things, mutual recognition of both parties. To fully achieve this, the Israeli government demanded that the PLO convene the Palestinian National Council (PNC) in order to abrogate the so-called “ontentious” articles of the PLO Charter. As agreed, the PNC met in April of 1996. This article discusses the symbolic, legal, and political issues involved in the repeal of the contentious articles, the different alternatives that were discussed among the factions to replace or amend the Charter, and the vote that does not formally repeal the articles as has often been reported in the scientific literature. |
