| Summary, etc. | RésuméCet article propose de dépasser la question des effets de la démocratie participative sur les politiques publiques, pour envisager la manière dont les usages des dispositifs participatifs s’inscrivent dans des logiques propres aux différents sous-systèmes d’action publique. En nous appuyant sur le cas de quatre conseils régionaux français, nous affirmons, tout d’abord, que les effets de la démocratie participative ne peuvent être appréhendés qu’à partir d’une analyse des rapports de force et des stratégies d’acteurs. Nous soulignons ensuite que la multiplication des dispositifs participatifs a provoqué l’émergence de véritables politiques publiques de la participation, qui ambitionnent d’agir sur le « problème » de l’activité citoyenne. |

| Summary, etc. | This article proposes to go beyond the question of the effects of participatory democracy on public policies, to consider the way in which the uses of participatory settings are framed by the intern logics of the various public action subsystems. Based on the cases of four French regional councils, we firstly argue that the effects of participatory democracy cannot be understood without an analysis of power struggles and actors’ strategies. We secondly highlight that the multiplication of the participatory settings stimulated the emergence of real public policies of participation, which aim to act on the “problem” of citizens’ activity. |
