Summary, etc. RésuméÀ partir d’une enquête ethnographique, cet article questionne les dispositifs participatifs organisés par les Conseils Généraux dans le cadre de l’élaboration de la carte scolaire, sans se limiter à ce qui se joue en leur sein. L’étude des conditions politiques et bureaucratiques de la participation des familles et des dynamiques propres des discussions permet d’expliquer le pouvoir limité des administrés dans la fabrique de la carte et la contribution paradoxale de la concertation à l’individualisation des stratégies familiales. L’article propose ainsi une analyse processuelle des effets de la concertation, attentive aux temporalités et aux structures relationnelles de l’action publique.

Summary, etc. From an ethnographic inquiry, this article questions the participatory set-ups organized by General Councils linked to the elaboration of the school map, without restricting the analysis to the debates themselves. The study of the political and bureaucratic conditions of the participation of the families, and of the dynamics of the debates, allows to explain the restricted power of the constituents in the production of the map and the paradoxical contribution of discussion to the individualization of family strategies. Therefore, the article offers a process analysis of the effects of participation which is attentive to temporalities and to relational structures of policy making.
