| Summary, etc. | Les stratégies récemment adoptées pour « gouverner le social » ont fait grand cas de la participation des gens ordinaires à leurs processus. Cette foi accordée à la valeur des gens ordinaires rapproche certaines initiatives prises au Royaume-Uni, dans les domaines des services publics et de la citoyenneté, d’innovations apportées aux stratégies de développement dans les pays émergents. L’auteur s’interroge sur ce qui rend les gens ordinaires si attrayants au regard des stratégies gouvernementales. Il avance l’hypothèse que cet attrait est lié à leur posture présumée a-politique ainsi qu’à leur capacité à véhiculer des valeurs, des connaissances et de nombreuses autres ressources inaccessibles à l’État. L’auteur soutient que gouverner sans faire de politique est probablement une ambition gouvernementale, mais qu’il ne faut pas compter sur les gens ordinaires pour assumer ce rôle-là. |

| Summary, etc. | Enrolling ordinary peopleRecent strategies for “governing the social” have placed a premium on recruiting ordinary people to their processes. This commitment to the value of ordinary people links UK initiatives in public services and citizenship to innovations in development strategies in the global south. This paper asks what it is that makes ordinary people such a desired object of governmental strategies and suggests that it is their assumed a-political character and their capacity to bring values, knowledge and other resources that are beyond the state. This article suggests that keeping politics out of governing may be a governmental ambition, but ordinary people cannot be relied on to perform in such ways. |
