Summary, etc. Cet article propose une analyse du rôle d’une CCSPL (Commission consultative des services publics locaux), dispositif institué de consultation de représentants d’usagers, dans la régulation publique du service d’eau potable. En étudiant de manière longitudinale le cas de la CCSPL du Grand Lyon, communauté urbaine devenue métropole, l’article vise à interroger les effets de ce dispositif à partir d’une réflexion autour de son contexte d’instauration et des configurations institutionnelles successives dans lesquelles il s’est déployé. L’article défend l’idée que l’usage et les effets de cette instance – davantage instrument d’action publique qu’arène de concertation indépendante – sont essentiellement contingents des intérêts politiques et du niveau d’affirmation de l’autorité du Grand Lyon vis-à-vis de la régulation de l’eau potable.

Summary, etc. The concerted regulation of the water service in Greater Lyon (France)This article discusses the role and the effects of a consultation committee (called “Local Public Services Consultation Committee”) — composed of representatives of local and consumer associations — on the regulation of the local water service in Lyon. Created in 2003 on the initiative of the metropolitan government — Greater Lyon —, this committee was at the side of administration and metropolitan representatives to enhance their capacity to regulate the local water service, delegated to a private company. The article’s purpose is to show that this committee is less an autonomous participatory body than an instrument of public action, dependent on the metropolitan government’s institutional configurations and political agenda.
