Summary, etc. | Le champ du handicap fait l’objet d’un « changement de paradigme » au sein des débats scientifiques internationaux, des instances normatives et des politiques publiques. Cette nouvelle appréhension des situations de handicap, qui ne se centre pas seulement sur des « altérations » des individus, mais aussi sur les empêchements sociaux qu’ils rencontrent et leur sont imposés, s’inscrit de manière centrale dans les discussions relatives à la démocratie participative. La mise en équivalence du handicap et de la restriction de participation offre une mise en abyme de la critique de la dimension représentative de l’expression démocratique et des modalités de prise de décision cherchant à répondre aux intérêts des personnes concernées. Comment mettre concrètement en œuvre ce paradigme ? Comment passer de la déclaration de principe à l’action, d’une participation formelle à une participation réelle et effective ? Quels sont les obstacles rencontrés et comment les dépasser ? Cette introduction, qui revient d’abord sur la genèse du handicap comme limitation de participation et sur les tensions qui traversent la volonté inclusive de lever ces difficultés, présente également les articles qui constituent ce numéro et reposent sur l’analyse d’initiatives visant, dans le champ du handicap, à rendre effective une diversité de formes de participation. |

Summary, etc. | Introduction. Making the participation of people with disabilities effectiveDisability is subject to a “paradigm shift” in international scientific debates, normative bodies, and public policies. This new understanding of disability, which focuses not only on “altered” functions of individuals, but also on the social impediments that they face and that are imposed on them, is central to the discussion on participatory democracy. The equivalence of “handicap” and “limitation of participation” offers a mise en abyme of the criticism of the representativeness of democratic expression and the forms of decision-making seeking to meet the interests of the individuals concerned. However, how can this paradigm be implemented? How to move from a policy statement to action, from a formal participation to a real and effective one? What obstacles are encountered and how can they be overcome? This introduction first reviews the origins of disability as a participation curtailment and the tensions of the inclusive model. It then outlines the articles—each based on the analysis of participatory projects in the field of disability rights, aiming at making a number of different forms of participation effective. |
