| Summary, etc. | En se fondant sur l’étude monographique du budget participatif d’Avignon depuis 2017, cet article entend mettre l’accent sur les rapports usuels des élus à la participation citoyenne. S’intéresser à la façon dont les élus cadrent et pilotent le dispositif de budget participatif, avec l’aide des services technico-administratifs, permet de déceler le maintien d’une lecture paternaliste du fonctionnement de la démocratie au niveau local : celle-ci repose sur une vision hiérarchisée de la démocratie, dans laquelle les mandats représentatifs continuent d’être perçus comme prépondérants par rapport à la participation citoyenne, voire plus légitimes. |

| Summary, etc. | In this article, participatory budgeting in the town of Avignon since 2017 is used as a case study to highlight the relationships that elected officials tend to have with citizen participation. By looking at the ways in which they frame and manage participatory budgeting mechanisms, with the support of technical and administrative departments, the author reveals that there is an enduring paternalistic understanding of how local democracy functions. Such understanding implies a hierarchical view of democracy, in which representative mandates are still perceived as dominant, and even more legitimate than citizen participation. |
